Preface
This Preface, Sections P.1, P.2 and P.3, provides background on the National Environmental Policy Act, explains how the Draft Environmental Impact Statement (Draft EIS) will be used in the decisions made about the project, and describes the organization of this Draft EIS. Section P.4 provides information about the North Carolina Turnpike Authority.
Special Project Commitments
This “GREEN SHEET” identifies the special project commitments made to avoid, minimize, or mitigate project impacts beyond those required to comply with applicable federal and state requirements and regulations.
Executive Summary & Executive Summary Figures
Chapter 1 – Purpose and Need for Action & Chapter 1 Figures
Chapter 1 summarizes the Purpose and Need Statement for the project and why the proposed action is needed. Supporting information includes the project history; a description of the existing roadway network and how it operates now and in the future; and data on population and employment, southern Gaston County attractions, other transportation modes, and area transportation and land use plans. The purpose and need drive the process for alternatives consideration and in-depth analysis.
Chapter 2 – Alternatives Considered & Chapter 2 Figures
Chapter 2 explains how project alternatives were developed and evaluated to determine the Detailed Study Alternatives. The preliminary engineering designs for the Detailed Study Alternatives are described in Section 2.4. The Recommended Alternative is presented at the end of this chapter in Section 2.5.
Chapter 3 – Human Environment & Chapter 3 Figures
Chapter 3 summarizes the potential effects on the human environment, including impacts to land use, neighborhoods, and community facilities. Project impacts addressed in this section are based upon the preliminary engineering designs for the Detailed Study Alternatives. Where applicable, the impacts of the No-Build Alternative are discussed.
Chapter 4 – Physical Environment & Chapter 4 Figures
Chapter 4 summarizes the project’s impact on the physical environment. Sections within this chapter evaluate the project’s impacts with respect to noise, air quality, farmlands, utilities and infrastructure, visual quality, hazardous materials, and floodplains/floodways.
Chapter 5 – Cultural Resources & Chapter 5 Figures
Chapter 5 describes the historic architectural and archaeological resources in the area and potential impacts to these resources from the Detailed Study Alternatives. No adverse effects to historic or archaeological resources are anticipated. The last section in this chapter describes resources afforded special protection under Section 4(f) of the US Department of Transportation Act and Section 6(f) of the Land and Water Conservation Fund Act and potential impacts to these resources.
Chapter 6 – Natural Environment & Chapter 6 Figures
Chapter 6 summarizes the project’s impact on natural resources. Sections within this chapter evaluate the project’s impacts with respect to geology, mineral resources, and soils, water resources, natural communities, wetlands, streams, and protected species.
Chapter 7 – Indirect & Cumulative Effects & Chapter 7 Figures
Chapter 7 describes a qualitative assessment of potential indirect and cumulative land use changes and environmental effects associated with the Detailed Study Alternatives. The assessment was conducted in accordance with North Carolina Department of Transportation guidance.
Chapter 8 – Other Impact Considerations
Chapter 8 discusses the irretrievable and irreversible commitment of resources should the project be constructed, and the relationship between short-term impacts and long-term benefits that would be realized with the project.
Chapter 9 – Public Involvement & Agency Coordination
Public involvement and environmental resource and regulatory agency coordination are integral to the project development and decision-making process. The NCTA, NCDOT, and FHWA coordinated and consulted with numerous federal, state, and local agencies, as well as the general public through a variety of means, as summarized in this chapter.
